o Please use an in-text APA style citations. You should cite both the class lectures, screencasts as well as the text and articles. Do not cite outside sources.
€¢ The recommended essay length is approximately 1-2 single-spaced or 2-4 double spaced pages per essay.
€¢ Do not discuss the contents or the responses of the exam with anyone. Discussion of the exam will result in a failing grade.
€¢ The following four mandatory questions ask students to choose one of the two federal policies/programs: Affordable Care Act (ACA) or the Earned Income Tax Credits (EITCs). The questions then ask students to analyze specific social problems that the policy of their choice aim to address. Students are expected to elaborate on the historical emergence of the social problems, the history of policy interventions designed to address the problems, and contemporary policy choices of either ACA or EITCs.
€¢ Question 1. Describe the social problem(s) and population groups that experience the problem(s). Describe the scope, magnitude, and consequences of the problem(s) to make a convincing argument that the problem is a significant social problem. Provide some statistics and characteristics regarding the population groups that experience the problem(s). Explain how the problem(s) reflects a challenge to human rights and/or social, economic, and/or environmental justice (CSWE Competency 3:1)
€¢ Question 2. Discuss the history of institutional responses to the problem(s). Describe how the problem(s) has been addressed through policy solutions over time (be sure to discuss the social, economic, and cultural factors that influenced these policy solutions). Applying human rights and justice oriented frameworks, discuss the extent to which these policy strategies helped to promote human, civil, political, environmental, economic, and/or social rights and/or eliminate oppressive structure related to this problem. (CSWE Competency 3:2)
€¢ Question 3. Provide an analysis of the current policy as it stands.
€¢ Applying a human rights and justice oriented framework, discuss how and the extent to which the policy promotes and/or undermines social, economic, environmental and human rights. Explain how the current policy is linked to the historical institutional responses discussed in your answers to question 2 (CSWE Competency 5:1)
€¢ Question 4. Using the Gilbert and Terrell’s benefit-allocation framework, describe in detail the current policy choices designed to address the problem. Discuss why, based on your analysis of research evidence, policy makers have chosen to address the current problem through this(ese) particular choices. Explain how they differ from their historical antecedents (be sure to describe historical, social, cultural, and economic factors that contribute to the policy choices) (CSWE Competency 5:2)
